7/8 DANCE
On January 18th Team USA will be holding a dance. The dance will commence at 6:00 and will end at 8:00. The dance will be held in the USA hallway. Pizza and soda will be available in the language arts room. The cost to get in will be 3.00 dollars. The dance will include a movie, games, food, drinks, and of course dancing. Students will not be allowed to walk home. We hope to see you there.

ST. ALBANS CITY SCHOOL HISTORY



Economic Decline in St. Albans City
In the 1960s, St. Albans was not doing well economically.

Contributing Factors Included:
  1. The railroad was no longer the only way to move products.  Route 7 had been built and there was an increase in the number of trucks transporting items. LINK TO ST. ALBANS RAILROAD PICTURES
  2. St. Albans was no longer a customs port for the railroad; the port was moved further south to mid-Vermont
  3. St. Albans Grain Company and Wirthmore Feed Company closed 
  4. Fonda / Solo Paper Company downsized 
  5. Main Street businesses also suffered because it was easier for families to get to Burlington and shop at the bigger stores  LINK TO GRAIN AND FEED COMPANY, SOLO PAPER COMPANY AND MAINSTREET PICTURES



St. Albans Residents Felt Like the City Needed to Upgrade its' Schools to prepare students for a better life

In 1962, Educational consultant, Dr. John E. Marshall, did a study of the schools in St. Albans City. This study has become known as the “Marshall Report”.  

Marshall states the need for a “Big Forward Step” to provide a completely new school to serve all elementary pupils in grades one through eight.

Marshall writes that fixing and upgrading the five smaller schools would be costlier than building a new school.  Marshall views the “New Plant” or new school as an educational tool.

Key Points of the Report Include:

  • There should be plenty of land – 15 acres or more. As a reference Taylor Park is about 5 acres!!
  • Room to add on a kindergarten wing if needed
  • Lots of outdoor space for playgrounds and ball fields 
  • Within walking distance for all or most pupils
  • Marshall gives detailed descriptions of what the classrooms would look like
  • “The Plant” should also have a gym; locker rooms; auditorium that doubles as a lunchroom; nurses office; art room; music room; language room; industrial arts shop; home economics room; teachers room; principal’s office; conference room; etc. 
  • Building would also be used by the community after school hours
  • Estimated cost is approximately 1 million dollars

There was much controversy over Marshall’s report.  In 1964 the superintendent of schools, John Urquhart, stated that “we need a new school building because our schools are obsolete and overcrowded”.  He noted that in 1950 the city’s public schools had 462 enrolled elementary pupils and now (1964) there are 721 pupils in the same five buildings.
Despite that increase of enrollment, many believed St. Albans City was in an economic decline.  This would result in fewer pupils being enrolled in the elementary schools, making the argument that a new school building was not needed.  
If modernizing the small schools would cost as much as building a new school, then it makes sense to build a new school.
